《烟台船舶交通管理系统安全监督管理细则》的通告

为适应烟台港发展需要及附近水域通航环境变化，更好地维护保障船舶交通安全，我局组织对《烟台船舶交通管理系统安全监督管理细则》进行了修订。现将修订后的《烟台船舶交通管理系统安全监督管理细则》与《烟台VTS用户指南》予以公布，自2020年1月1日起施行。

烟台船舶交通管理系统安全监督管理细则

总则

第一条为加强船舶交通管理，保障船舶交通安全，提高船舶交通效率，保护水域环境，根据《中华人民共和国海上交通安全法》、《中华人民共和国海洋环境保护法》、《中华人民共和国船舶交通管理系统安全监督管理规则》等有关法律、法规和规章，制定本细则。

第二条本细则适用于中华人民共和国烟台海事局船舶交通管理系统（以下简称“VTS系统”）区域（以下简称“VTS区域”）内的船舶、设施（以下统称“船舶”）及其有关单位和人员。

本细则所指VTS区域包括芝罘管理服务区、八角管理服务区、龙口管理服务区、蓬莱与长岛管理服务区、长山水道管理服务区和莱州管理服务区。

第三条中华人民共和国烟台海事局是实施本细则的主管机关（以下简称主管机关）。

烟台船舶交通管理中心（以下简称“VTS中心”）根据本细则具体实施船舶交通管理，提供船舶交通服务。

船舶报告

第四条除军用船、公务船、渔船和体育运动船外，下列船舶在VTS区域内航行、停泊和作业时，应按规定向VTS中心进行船舶动态报告：

（一）外国籍船舶；

（二）客船；

（三）载运危险货物的船舶；

（四）操纵能力受到限制的船舶；

（五）300总吨及以上中国籍船舶；

（六）其他自愿参加VTS动态报告的船舶。

第五条船舶驶抵VTS区域报告线时，应向VTS中心报告船名、船位、航行动态以及VTS中心要求的其他事项，载有危险货物的船舶应增加报告所载危险货物种类，拖带船舶应增加报告拖带物名称、拖带长度。

船舶航经长山水道应遵守《长山水道船舶定线制》和《长山水道船舶报告制》。

第六条船舶靠泊或锚泊后，应向VTS中心报告船名、泊位或锚位。船舶在锚地并靠或过驳必须符合交通运输部和主管机关的有关规定，并应及时通报VTS中心。船舶离泊或起锚开航前，应向VTS中心报告船名、位置、预计进入航道的时间和下一港口。

第七条船舶需穿越航道、船舶定线制水域、蓬长航路、临时交通管制区等水域时，应在进入上述水域前向VTS中心报告。得到许可并不妨碍已航行于航道内的船舶安全航行或作业时方可穿越。

第八条船舶发生（或发现）交通事故、污染事故、影响安全航行的设备故障或其他紧急情况时，应立即向VTS中心报告。

第九条船舶发现助航标志或导航设施异常、有碍航行安全的障碍物、漂流物或其他妨碍航行安全的异常情况时，应立即向VTS中心报告。

第十条除另有规定外，按公约和法规要求配备船舶自动识别系统（AIS）的船舶，应保证AIS的正常使用和录入数据的及时、准确。

第十一条船舶进行下列作业，除应遵守主管机关的有关规定外，在作业开始前和结束后，还应向VTS中心报告：

（一）拆修锅炉、主机、锚机、舵机、重要导航设备；

（二）试航、试车；

（三）锚地并靠作业；

（四）拖航船舶或船组解系缆作业；

（五）其他可能影响通航安全的作业。

第十二条引航员引领船舶，应向VTS中心报告登、离船的船名、时间、地点、引航员姓名或编号及VTS中心需要了解的其他情况。

引航机构应按有关规定将制定的特殊船舶引航方案通过互联网、传真等有效方式报送主管机关。

船舶交通管理

第十三条船舶航行、停泊、作业，应服从VTS中心的管理。

遇恶劣天气海况、自然灾害、影响航行的水上交通事故及其他突发事件时，VTS中心可采取封航、单向通航、限制航行等交通管制措施。

第十四条引航员引领船舶进出港时，应在规定的地点登（离）船，因恶劣天气等特殊情况需在其他水域登（离）被引领船时，应征得被引领船长和VTS中心同意。

第十五条禁止船舶在航道、港池和其他禁锚区锚泊。紧急情况下锚泊必须立即报告VTS中心。

第十六条船舶应使用安全航速，并应遵守交通运输部和主管机关的限速规定。

船舶在进出港航道内航行时，禁止追越。

第十七条码头所有人、经营人、有关代理人应通过互联网、传真等有效手段向主管机关报备船舶进出港和港内移泊的船舶航行计划。如计划有变更，应提前向主管机关报告。

VTS中心根据交通流量、通航环境情况及港口船舶计划实施交通组织，并可根据交通组织的实际情况对航行计划予以调整、变更。

船舶交通服务

第十八条 VTS中心可在必要时播发船舶动态、助航标识状况、水文气象、航行警（通）告和其他交通安全信息。

应船舶请求，VTS中心可随时提供上述信息。

第十九条应船舶请求，VTS中心可为船舶在航行困难或气象恶劣环境下，或船舶出现故障或损坏时，提供助航服务。

船舶不再需要助航时，应及时报告VTS中心。

第二十条为避免紧迫局面的发生，VTS中心可向船舶提出建议、劝告或发出警告。

第二十一条 VTS区域内存在VTS雷达盲区，船舶在VTS雷达盲区内航行时，应特别谨慎的驾驶。

通信与值守

第二十二条船舶航行、停泊和作业时，应在VTS中心甚高频无线电话工作频道保持守听，确保与VTS中心联系畅通。

VTS中心甚高频无线电话工作频道：长山水道管理服务区、蓬莱港外锚地为08频道；芝罘管理服务区为09频道；八角管理服务区为10频道；蓬莱与长岛管理服务区为11频道；龙口管理服务区为12频道；莱州管理服务区为14频道。

第二十三条船舶及相关单位和人员应遵守公共通信秩序，不得占用或干扰VTS中心工作频道。

第二十四条 VTS中心工作语言为汉语普通话和英语。

特别规定

第二十五条蓬莱至长岛间航行的船舶应遵守本细则的特别规定。

第二十六条蓬莱至长岛之间设交通管制水域，由东航路、西航路和警戒区组成。范围为下列地理位置连线：

A:37°55′00″N 120°41′48″E

B:37°55′12″N 120°42′30″E

C:37°50′30″N 120°44′36″E

D:37°50′18″N 120°43′51″E

第二十七条蓬莱至长岛之间设东航路、西航路和警戒区：

（一）东航路

东航路东边界线为下列地理位置连线：

A:37°54′48″N 120°42′42″E

B:37°50′30″N 120°44′36″E

东航路西边界线为下列地理位置连线：

A:37°54′42″N 120°42′18″E

B:37°50′24″N 120°44′12″E

东航路为东航路东边界线与东航路西边界线之间水域，通航宽度为0.3海里，长度为5.0海里，航道内船舶主交通流向为340°（真航向）。

（二）西航路

西航路东边界线为下列地理位置连线：

A:37°54′42″N 120°42′18″E

B:37°50′24″N 120°44′12″E

西航路西边界线为下列地理位置连线：

A:37°54′36″N 120°41′54″E

B:37°50′18″N 120°43′51″E

西航路为西航路东边界线与西航路西边界线之间水域，通航宽度为0.3海里，长度为5.0海里，分道内船舶主交通流向为160°（真航向）。

（三）警戒区

北部警戒区

北部警戒区为以下四点地理位置连线所围成的区域：

A:37°55′00″N 120°41′48″E

B:37°55′12″N 120°42′30″E

C:37°54′48″N 120°42′40″E

D:37°54′36″N 120°41′54″E

南部警戒区

南部警戒区为以下四点地理位置连线所围成的区域：

A:37°52′21″N 120°42′57″E

B:37°52′18″N 120°43′48″E

C:37°51′06″N 120°44′18″E

D:37°51′12″N 120°43′27″E

第二十八条蓬莱至长岛间航行的船舶应在交通管制水域内航行。北上船舶应沿东航路航行，南下船舶应沿西航路航行。

第二十九条船舶应在东、西航路的端部驶进或驶出交通管制水域；从航路的一侧驶进或驶出时应与航路的船舶总流向形成尽可能小的角度；穿越航路时，应尽可能与航路的船舶总流向成直角穿越。

在登州水道航行及进出庙岛锚地的船舶，需穿越交通管制水域时，应由南部警戒区通过。

第三十条交通管制水域内严禁设置养殖设施和固定渔、网具，禁止捕捞作业和船舶锚泊。未经许可，不得在交通管制水域内从事有碍船舶航行的其他作业。

为避免危及人命财产或环境安全的紧急情况发生，船舶在背离本交通管制水域的相关要求时，应立即报告烟台VTS中心。

附则

第三十一条本细则下列用语的含义：

（一）“船舶”是指按有关国际公约和国内规范规定应配备通信设备及主管机关要求加入VTS系统的船舶。

（二）“VTS系统”是指为保障船舶交通安全，提高交通效率，保护水域环境，由主管机关设置的对船舶交通实施管理并提供服务的系统。

（三）“VTS区域”是指由主管机关划定并公布的,VTS系统可以实施有效管理的区域。本细则所指VTS区域包括以下管理服务区：

1.芝罘管理服务区：以崆峒岛灯塔（37°33.73′N，121°30.85′E）为圆心，半径9海里的水域。

2.八角管理服务区：以烟台西港区30万吨级码头堤头灯桩（37°43.49′N，121°07.37′E）为圆心，半径9海里的水域。

3.龙口管理服务区：以屺姆角灯塔（37°41.12’N，120°13.50’E）为圆心，半径12海里，自（37°29.32′N，120°10.25′E）到（37°47.12′，120°26.54′）的圆弧线之间的水域。

4.蓬莱与长岛管理服务区：以蓬莱头灯塔（37°49.83′N，120°44.55′E）为圆心，半径8海里，自（37°55.02′N 120°36.79′E）到（37°49.02′N 120°28.12′E）的圆弧线和以栾家口港区堤头灯桩（37°47′N，120°37.85′E）为圆心，半径8海里，自（37°55.02′N 120°36.79′E）到（37°44.85′N，120°28.12′E）的圆弧线之间的水域。

5.长山水道管理服务区：由分道通航制和东西两端警戒区组成。

（1）分道通航制北边线为下列地理位置连线：

A：38°00.70′N 120°58.60′E

B：38°00.70′N 120°52.20′E

C：38°03.87′N 120°34.00′E

D：38°05.60′N 120°30.83′E

（2）分道通航制南边线为下列地理位置连线：

A：37°56.20′N 120°58.20′E

B：37°58.27′N 120°51.70′E

C：38°00.33′N 120°40.00′E

D：38°00.30′N 120°26.92′E

（3）分隔带为下列地理位置连线为中心线，宽度为0.2海里，长度为23.5海里的水域：

A：38°03.42′N 120°29.30′E

B：37°58.45′N 120°58.40′E

（4）警戒区：

A：东部警戒区：以地理位置37°58.25′N ,121°02.50′E为圆心，半径4海里圆弧内的水域。

B：西部警戒区：以地理位置38°05.00′N ,120°24.60′E为圆心，半径5海里圆弧内的水域。

6.莱州管理服务区：以三山岛雷达站（37°24.76′N，119°56.51′E）为圆心，半径12海里的水域，不包括与龙口管理服务区重叠水域。

（四）“报告线”是指：

1.芝罘管理服务区第一报告线：以崆峒岛灯塔（37°33.73′N，121°30.85′E）为圆心，半径9海里的圆弧线。

2.芝罘管理服务区第二报告线：以小山子灯桩（37°35.62′N,121°25.95′E）为圆心，半径3海里的圆弧线。

3.八角管理服务区第一报告线：以烟台西港区30万吨级码头堤头灯桩（37°43.49′N，121°07.37′E）为圆心，半径9海里的圆弧线。

4.八角管理服务区第二报告线：以烟台西港区30万吨级码头堤头灯桩（37°43.49′N，121°07.37′E）为圆心，半径3海里的圆弧线。

5.龙口管理服务区报告线：以屺姆角灯塔（37°41.12’N，120°13.50’E）为圆心，半径12海里，自（37°29.32′N，120°10.25′E）到（37°47.12′N，120°26.54′E）的圆弧线。

6.蓬莱与长岛管理服务区东报告线：以蓬莱头灯塔（37°49.83′N，120°44.55′E）为圆心，半径8海里，自（37°55.02′N 120°36.79′E）到（37°49.02′N 120°28.12′E）的圆弧线。

7.蓬莱与长岛管理服务区西报告线：以栾家口港区堤头灯桩（37°47.00′N，120°37.85′E）为圆心，半径8海里，自（37°55.02′N 120°36.79′E）到（37°44.85′N，120°28.12′E）的圆弧线。

8.长山水道管理服务区东报告线：以地理位置（37°58.25′N ,121°02.50′E）为圆心，半径4海里的东部警戒区的圆弧型边界线。

9.长山水道管理服务区西报告线：以地理位置（38°05.00′N ,120°24.60′E）为圆心，半径5海里的西部警戒区的圆弧型边界线。

10.莱州管理服务区报告线：以三山岛雷达站（37°24.76′N，119°56.51′E）为圆心，半径 12 海里的圆弧线。

（五）危险货物是指：

1.《国际海运危险货物规则》(IMDG code)第3部分危险货物一览表中列明的包装危险货物，以及未列明但经评估具有安全危险的其他包装货物；

2.《国际海运固体散装货物规则》（IMSBC code）附录1中B组固体散装货物，以及经评估具有化学危险的其他固体散装货物；

3.《国际防止船舶造成污染公约》（MARPOL公约）附则I附录1中列明的散装油类；

4.《国际散装危险化学品船舶构造和设备规则》（IBC code）第17章中列明的散装液体化学品，以及未列明但经评估具有安全危险的其他散装液体化学品；

5.《国际散装液化气体船舶构造和设备规则》（IGC code）第19章列明的散装液化气体，以及未列明但经评估具有安全危险的其他散装液化气体；

6.我国加入或者缔结的国际条约、国家标准规定的其他危险货物。

第三十二条本细则自2020年1月1日起施行,有效期至2024年12月31日。中华人民共和国山东海事局通告2014年（第2号）发布的《烟台船舶交通管理系统安全监督管理细则》同时废止。

引言：本指南旨在向用户简明介绍烟台船舶交通管理系统（以下称 VTS 系统）的概况，船舶交通管理中心（以下称 VTS 中心）有关船舶交通管理和服务方面的要求，以保障船舶航行安全，提高交通效率，保护水域环境，增进VTS中心和用户之间的理解和合作。

烟台 VTS 系统的组成：

烟台 VTS 系统的主要技术设备及性能：

雷达监控系统：作用距离不超过 20 海里，具有自动跟踪与重放功能。
VTS区域内存在VTS雷达盲区，包括但不限于以下水域：
（1）港池水域及码头前沿水域；
（2）崆峒岛东部水域；
（3）南北长山岛与大黑山岛之间水域。
船舶自动识别系统（AIS）：具有自动识别船舶功能。
VHF 通信系统：作用距离 25 海里，具有连续录音功能。
船舶交通管理信息系统：船舶数据处理能力 10 万艘次。
水文气象系统：实时检测观测点位置风速、风向以及能见度等。

INTRODUCTION: This guide is intended to provide users with a brief introduction on Yantai vessel traffic service system (hereinafter referred to as VTS system) , including the requirements of the vessel traffic service center (hereinafter referred to as VTS Center) about vessel traffic control and services，in order to ensure the safety of navigation, to raise the traffic efficiency, to protect the marine environment, and to promote the understanding and cooperation between users and VTS Center.

East of KongtongIsland;
Water area among Nanchangshan Island, Beichangshan Island andDaheishan Island.

Vessel Traffic Management Information System: 100,000 ships’ dataprocessing capacity.

The south limit of the traffic separation scheme is the line connecting the following geographical positions:

（4）38°00.30′N 120°26.92′E
The separation zone: 0.2 nautical miles in width and 23.5 nautical miles in length, is centered upon the line connecting the following geographical positions:
（1）38°03.42′N 120°29.30′E
（2）37°58.45′N 120°58.40′E
The east precautionary area is the area with the geographical position (37°58′.25N, 121°02′.50E) as the center and 4 nautical miles as the radius.
The west precautionary area is the area with the geographical position (38°05′.00N, 120°24′.60E) as the center and 5 nautical miles as the radius.
According to national laws, codes, regulations and other government documents, Yantai VTS Center should manage vessel traffic and provide traffic services at VTS area.

Users: All foreign vessels, all passenger vessels, vessels carrying dangerous cargo，vessels restricted in her ability to manoeuvre and Chinese vessels including vessels of 300 gross tonnage and upwards.

驶入报告：驶抵报告线时报告船名、船位、航行动态以及 VTS 中心

要求的其他事项,载有危险货物的船舶还应报告所载危险货物种类、数量，拖带船舶应当报告拖带物名称、拖带长度。

到达报告：靠泊或锚泊后报告船名，泊位或锚位，完成时间。

移泊报告：移泊前报告船名，当前泊位或锚地，预抵泊位或锚地。 开航报告：开航前报告船名，离港位置，预计进入航道的时间和下

一港。

抛/起锚报告：在锚地抛/起锚前应报告船名、船位，起锚进港时还应报告拟靠泊位、预计进入航道的时间、位置。

蓬莱长岛航线报告：船舶离泊前应当报告船名，当前泊位，预计离

泊时间和预抵泊位。

长山水道报告：船舶驶入长山水道时报告：船名、呼号；位置（经纬度或相对于陆标的位置）；航向；航速；始发港；目的港；缺陷及限制（拖船应报告其拖带长度及被拖物名称）；总长及总吨。船舶驶出时，不需报告。需要穿越长山水道的船舶，应当在进入水道 15 分钟前报告船名、当前位置。

紧急及异常报告：船舶在 VTS 区域内船舶发生或发现交通事故、污

染事故、机损事故、人员意外、船舶保安事件或其他紧急和异常情况时，应通过一切有效手段迅速向 VTS 中心报告。

Entry report：as arriving at the report-line, report ship’s name, position,

purpose of entry and other information, kind and quantity of dangerous cargo, name of towing object, length of towing.

Arrival report: after berthing or anchoring, reporting ship’s name, berth or anchoring position, finishing time.

Shift report: before shifting, reporting ship’s name, destination.

Departure report: before departing from berth or heaving up anchor, report ship’s name, departure position, scheduled time of entering channel, next port of call.

Heaving up/ dropping anchor report: before heaving up or dropping anchor, report ship’s name, anchor position. Before heaving up anchor, report scheduled berth and scheduled time and position of entering channel.

Other report:before throw or heavy up anchor from Pilotage and Quarantine Anchorage NO.4 and NO.7 of Yantai port,report ship’s name,position.and report scheduled time and position of entering channel before heaving up anchore for entering port.

Report for voyage between Penglai and Changdao port: before

leaving berth, report ship’s name, present berth, time of departure and

next berth.

Report at Changshan channel: ships shall report the information:

name of ship, call sign; position (latitude and longitude or fixed position

from landmark); course; speed; port of departure; port of destination;

defects and limitation (towing ships shall report the length of the tow

and name of object being towed); length over all and gross tonnage, when passing through the reporting lines. Reports are not required when a ship leaves the system. As ships want to cross Changshan Channel, she should report ship’s name and present position before 15 minutes entering Channel.

Emergency Report: Ships are required to report any traffic accidents, pollution incidents, engine damage, injury of persons, ship’s security incident and other emergent situations involved or found by them via all effective means.

《烟台船舶交通管理系统安全监督管理细则》的通告

烟台船舶交通管理系统安全监督管理细则

总则

本细则所指VTS区域包括芝罘管理服务区、八角管理服务区、龙口管理服务区、蓬莱与长岛管理服务区、长山水道管理服务区和莱州管理服务区。

第三条中华人民共和国烟台海事局是实施本细则的主管机关（以下简称主管机关）。

烟台船舶交通管理中心（以下简称“VTS中心”）根据本细则具体实施船舶交通管理，提供船舶交通服务。

船舶报告

第四条除军用船、公务船、渔船和体育运动船外，下列船舶在VTS区域内航行、停泊和作业时，应按规定向VTS中心进行船舶动态报告：

（一）外国籍船舶；

（二）客船；

（三）载运危险货物的船舶；

（四）操纵能力受到限制的船舶；

（五）300总吨及以上中国籍船舶；

（六）其他自愿参加VTS动态报告的船舶。

船舶航经长山水道应遵守《长山水道船舶定线制》和《长山水道船舶报告制》。

第八条船舶发生（或发现）交通事故、污染事故、影响安全航行的设备故障或其他紧急情况时，应立即向VTS中心报告。

第九条船舶发现助航标志或导航设施异常、有碍航行安全的障碍物、漂流物或其他妨碍航行安全的异常情况时，应立即向VTS中心报告。

第十条除另有规定外，按公约和法规要求配备船舶自动识别系统（AIS）的船舶，应保证AIS的正常使用和录入数据的及时、准确。

第十一条船舶进行下列作业，除应遵守主管机关的有关规定外，在作业开始前和结束后，还应向VTS中心报告：

（一）拆修锅炉、主机、锚机、舵机、重要导航设备；

（二）试航、试车；

（三）锚地并靠作业；

（四）拖航船舶或船组解系缆作业；

（五）其他可能影响通航安全的作业。

第十二条引航员引领船舶，应向VTS中心报告登、离船的船名、时间、地点、引航员姓名或编号及VTS中心需要了解的其他情况。

引航机构应按有关规定将制定的特殊船舶引航方案通过互联网、传真等有效方式报送主管机关。

船舶交通管理

第十三条船舶航行、停泊、作业，应服从VTS中心的管理。

遇恶劣天气海况、自然灾害、影响航行的水上交通事故及其他突发事件时，VTS中心可采取封航、单向通航、限制航行等交通管制措施。

第十五条禁止船舶在航道、港池和其他禁锚区锚泊。紧急情况下锚泊必须立即报告VTS中心。

第十六条船舶应使用安全航速，并应遵守交通运输部和主管机关的限速规定。

船舶在进出港航道内航行时，禁止追越。

VTS中心根据交通流量、通航环境情况及港口船舶计划实施交通组织，并可根据交通组织的实际情况对航行计划予以调整、变更。

船舶交通服务

第十八条 VTS中心可在必要时播发船舶动态、助航标识状况、水文气象、航行警（通）告和其他交通安全信息。

应船舶请求，VTS中心可随时提供上述信息。

第十九条应船舶请求，VTS中心可为船舶在航行困难或气象恶劣环境下，或船舶出现故障或损坏时，提供助航服务。

船舶不再需要助航时，应及时报告VTS中心。

第二十条为避免紧迫局面的发生，VTS中心可向船舶提出建议、劝告或发出警告。

第二十一条 VTS区域内存在VTS雷达盲区，船舶在VTS雷达盲区内航行时，应特别谨慎的驾驶。

通信与值守

第二十二条船舶航行、停泊和作业时，应在VTS中心甚高频无线电话工作频道保持守听，确保与VTS中心联系畅通。

第二十三条船舶及相关单位和人员应遵守公共通信秩序，不得占用或干扰VTS中心工作频道。

第二十四条 VTS中心工作语言为汉语普通话和英语。

特别规定

第二十五条蓬莱至长岛间航行的船舶应遵守本细则的特别规定。

第二十六条蓬莱至长岛之间设交通管制水域，由东航路、西航路和警戒区组成。范围为下列地理位置连线：

A:37°55′00″N 120°41′48″E

B:37°55′12″N 120°42′30″E

C:37°50′30″N 120°44′36″E

D:37°50′18″N 120°43′51″E

第二十七条蓬莱至长岛之间设东航路、西航路和警戒区：

（一）东航路

东航路东边界线为下列地理位置连线：

A:37°54′48″N 120°42′42″E

B:37°50′30″N 120°44′36″E

东航路西边界线为下列地理位置连线：

A:37°54′42″N 120°42′18″E

B:37°50′24″N 120°44′12″E

东航路为东航路东边界线与东航路西边界线之间水域，通航宽度为0.3海里，长度为5.0海里，航道内船舶主交通流向为340°（真航向）。

（二）西航路

西航路东边界线为下列地理位置连线：

A:37°54′42″N 120°42′18″E

B:37°50′24″N 120°44′12″E

西航路西边界线为下列地理位置连线：

A:37°54′36″N 120°41′54″E

B:37°50′18″N 120°43′51″E

西航路为西航路东边界线与西航路西边界线之间水域，通航宽度为0.3海里，长度为5.0海里，分道内船舶主交通流向为160°（真航向）。

（三）警戒区

北部警戒区

北部警戒区为以下四点地理位置连线所围成的区域：

A:37°55′00″N 120°41′48″E

B:37°55′12″N 120°42′30″E

C:37°54′48″N 120°42′40″E

D:37°54′36″N 120°41′54″E

南部警戒区

南部警戒区为以下四点地理位置连线所围成的区域：

A:37°52′21″N 120°42′57″E

B:37°52′18″N 120°43′48″E

C:37°51′06″N 120°44′18″E

D:37°51′12″N 120°43′27″E

第二十八条蓬莱至长岛间航行的船舶应在交通管制水域内航行。北上船舶应沿东航路航行，南下船舶应沿西航路航行。

在登州水道航行及进出庙岛锚地的船舶，需穿越交通管制水域时，应由南部警戒区通过。

为避免危及人命财产或环境安全的紧急情况发生，船舶在背离本交通管制水域的相关要求时，应立即报告烟台VTS中心。

附则

第三十一条本细则下列用语的含义：

（一）“船舶”是指按有关国际公约和国内规范规定应配备通信设备及主管机关要求加入VTS系统的船舶。

（二）“VTS系统”是指为保障船舶交通安全，提高交通效率，保护水域环境，由主管机关设置的对船舶交通实施管理并提供服务的系统。

（三）“VTS区域”是指由主管机关划定并公布的,VTS系统可以实施有效管理的区域。本细则所指VTS区域包括以下管理服务区：

1.芝罘管理服务区：以崆峒岛灯塔（37°33.73′N，121°30.85′E）为圆心，半径9海里的水域。

2.八角管理服务区：以烟台西港区30万吨级码头堤头灯桩（37°43.49′N，121°07.37′E）为圆心，半径9海里的水域。

5.长山水道管理服务区：由分道通航制和东西两端警戒区组成。

（1）分道通航制北边线为下列地理位置连线：

A：38°00.70′N 120°58.60′E

B：38°00.70′N 120°52.20′E

C：38°03.87′N 120°34.00′E

D：38°05.60′N 120°30.83′E

（2）分道通航制南边线为下列地理位置连线：

A：37°56.20′N 120°58.20′E

B：37°58.27′N 120°51.70′E

C：38°00.33′N 120°40.00′E

D：38°00.30′N 120°26.92′E

（3）分隔带为下列地理位置连线为中心线，宽度为0.2海里，长度为23.5海里的水域：

A：38°03.42′N 120°29.30′E

（4）警戒区：

A：东部警戒区：以地理位置37°58.25′N ,121°02.50′E为圆心，半径4海里圆弧内的水域。

B：西部警戒区：以地理位置38°05.00′N ,120°24.60′E为圆心，半径5海里圆弧内的水域。

6.莱州管理服务区：以三山岛雷达站（37°24.76′N，119°56.51′E）为圆心，半径12海里的水域，不包括与龙口管理服务区重叠水域。

（四）“报告线”是指：

1.芝罘管理服务区第一报告线：以崆峒岛灯塔（37°33.73′N，121°30.85′E）为圆心，半径9海里的圆弧线。

2.芝罘管理服务区第二报告线：以小山子灯桩（37°35.62′N,121°25.95′E）为圆心，半径3海里的圆弧线。

3.八角管理服务区第一报告线：以烟台西港区30万吨级码头堤头灯桩（37°43.49′N，121°07.37′E）为圆心，半径9海里的圆弧线。

4.八角管理服务区第二报告线：以烟台西港区30万吨级码头堤头灯桩（37°43.49′N，121°07.37′E）为圆心，半径3海里的圆弧线。

8.长山水道管理服务区东报告线：以地理位置（37°58.25′N ,121°02.50′E）为圆心，半径4海里的东部警戒区的圆弧型边界线。

9.长山水道管理服务区西报告线：以地理位置（38°05.00′N ,120°24.60′E）为圆心，半径5海里的西部警戒区的圆弧型边界线。

10.莱州管理服务区报告线：以三山岛雷达站（37°24.76′N，119°56.51′E）为圆心，半径 12 海里的圆弧线。

（五）危险货物是指：

1.《国际海运危险货物规则》(IMDG code)第3部分危险货物一览表中列明的包装危险货物，以及未列明但经评估具有安全危险的其他包装货物；

2.《国际海运固体散装货物规则》（IMSBC code）附录1中B组固体散装货物，以及经评估具有化学危险的其他固体散装货物；

3.《国际防止船舶造成污染公约》（MARPOL公约）附则I附录1中列明的散装油类；

4.《国际散装危险化学品船舶构造和设备规则》（IBC code）第17章中列明的散装液体化学品，以及未列明但经评估具有安全危险的其他散装液体化学品；

5.《国际散装液化气体船舶构造和设备规则》（IGC code）第19章列明的散装液化气体，以及未列明但经评估具有安全危险的其他散装液化气体；

6.我国加入或者缔结的国际条约、国家标准规定的其他危险货物。

烟台 VTS 系统的主要技术设备及性能：

雷达监控系统：作用距离不超过 20 海里，具有自动跟踪与重放功能。
VTS区域内存在VTS雷达盲区，包括但不限于以下水域：
（1）港池水域及码头前沿水域；
（2）崆峒岛东部水域；
（3）南北长山岛与大黑山岛之间水域。
船舶自动识别系统（AIS）：具有自动识别船舶功能。
VHF 通信系统：作用距离 25 海里，具有连续录音功能。
船舶交通管理信息系统：船舶数据处理能力 10 万艘次。
水文气象系统：实时检测观测点位置风速、风向以及能见度等。

烟台 VTS 区域：

芝罘管理服务区：以崆峒岛灯塔（37°33.734′N，121°30.846′E）为圆心，半径9海里的水域。
八角管理服务区：以烟台西港区30万吨级码头堤头灯桩（37°43.49′N，121°07.37′E）圆心，半径9海里的水域。

莱州管理服务区：以三山岛雷达站（37°24.76′N ，119°56.51′E）为圆心，半径 12 海里的水域，不包括与龙口管理服务区重叠水域。
长山水道管理服务区：由分道通航制和东西两端警戒区组成。分道通航制北边线为下列地理位置连线：

（1）38°00.70′N 120°58.60′E

（2）38°00.70′N 120°52.20′E

（3）38°03.87′N 120°34.00′E

（4）38°05.60′N 120°30.83′E

分道通航制南边线为下列地理位置连线：

（1）37°56.20′N 120°58.20′E

（2）37°58.27′N 120°51.70′E

（3）38°00.33′N 120°40.00′E

（4）38°00.30′N 120°26.92′E

分隔带为下列地理位置连线为中心线，宽度为 0.2 海里，长度为 23.5 海里的水域：

警戒区：

东部警戒区：以地理位置 37°58.25′N ,121°02.50′E 为圆心，半径 4 海里圆弧内的水域。

西部警戒区：以地理位置 38°05.00′N ,120°24.60′E 为圆心，半径 5 海里圆弧内的水域。

烟台 VTS 中心依据有关法律法规、规章和其他规范性文件在烟台 VTS 区域实施船舶交通管理，提供交通服务。

要求参加 VTS 系统的船舶：

所有外国籍船舶、客船、载运危险品的船舶、操纵能力受到限制的船舶和 300 总吨及以上中国籍船舶。

工作语言：汉语普通话或英语。

工作时间：北京时间 0000—2400 时。

Vessel Traffic Management Information System: 100,000 ships’ dataprocessing capacity.

The separation zone: 0.2 nautical miles in width and 23.5 nautical miles in length, is centered upon the line connecting the following geographical positions:

The east precautionary area is the area with the geographical position (37°58′.25N, 121°02′.50E) as the center and 4 nautical miles as the radius.
The west precautionary area is the area with the geographical position (38°05′.00N, 120°24′.60E) as the center and 5 nautical miles as the radius.
According to national laws, codes, regulations and other government documents, Yantai VTS Center should manage vessel traffic and provide traffic services at VTS area.
